Legislation gives control back to communities to stop smoking, vaping

Last session, the Legislature passed a bill restricting how municipalities could penalize underage tobacco usage after studies found education was a stronger deterrent than strict penalties. As can happen in the legislative process, we tried it, and it didn’t work.
