Board of McClain County Commissioners met in regular session on Monday, September 21, 2026 at 8:15 a.m. in Room 111 of the McClain County Courthouse. Chairman Terry Daniel called the meeting to order and led the flag salute. County Clerk Rebekah Couch called the roll and those present were: Chairman Terry Daniel, Vice Chairman Glen Murray, and Member Wilson Lyles.
Wilson Lyles moved to approve the minutes of the September 14, 2026 meeting, Glen Murray seconded. Vote Aye: Murray, Lyles, Daniel. Motion carried.
Wilson Lyles moved to approve Blanket Purchase Orders as on file in the County Clerk’s office, seconded by Glen Murray. Vote Aye: Murray, Lyles, Daniel. Motion carried.
Wilson Lyles moved, Glen Murray seconded to approve of the following Transfers of Appropriations: Sheriff Federal Drug Forfeiture Fund: $30,000.00 from 1243-2-0400-2005 into 1243-2-0400-4110. Vote Aye: Murray, Lyles, Daniel. Motion carried.
Wilson Lyles moved, Glen Murray seconded to approve Resolution No. 11-2026-2027 a Declaration of Surplus for the Washington Rural Fire Department of a 2008 Ford F-550 Rescue Truck to be sold at Purple Wave Auction. Vote Aye: Murray, Lyles, Daniel. Motion carried.
Wilson Lyles moved, Glen Murray seconded to approve the Corrected Resolution for Disposing of Equipment: District Two: a resolution for disposal of D2-302.063 was approved on July 31, 2023; however, D2-302.064 was the actual Mack Truck that was declared surplus and sold and should have been recorded as disposed of. D2-302.063 remains in the County’s possession as an active asset. D2-302.064, 2016 Mack 10-Wheeler, Serial #1M2AN09C0GM025188, $106,620.00 acquired on 5/23/2016, from Enid Mack Sales, Enid OK sold to Pontotoc County Dist #2 for $85,000.00. Vote Aye: Murray, Lyles, Daniel. Motion carried.
Glen Murray moved to approve an Interlocal Agreement between the City of Newcastle and the McClain County Board of County Commissioners on behalf of the McClain County Assessor, Wilson Lyles seconded. Vote Aye: Murray, Lyles, Daniel. Motion carried.
Wilson Lyles moved, Glen Murray seconded to approve of advertising for a Custodial/Janitorial position for McClain County. Vote Aye: Murray, Lyles, Daniel. Motion carried.
Glen Murray moved to resolve to advertise to bid for the New Building Project for the McClain County Election Board – New Building Project with bids to be received by and opened at 2:00 p.m. on October 14, 2026, Wilson Lyles seconded. Vote Aye: Murray, Lyles, Daniel. Motion Carried.
No action taken concerning the countywide burn ban.
At 8:39 a.m. Wilson Lyles moved to adjourn into Executive Session Pursuant to 25 O.S. §307 (B)(1), discussing the employment, hiring, appointment, promotion, demotion, disciplining or resignation of P. Webster, Glen Murray seconded. Vote Aye: Murray, Lyles, Daniel. Motion carried.
At 9:40 a.m. Terry Daniel moved, Glen Murray seconded to re-enter into Public Session of the BOCC meeting following discussion Pursuant to 25 O.S. §307 (B)(1), regarding the employment, hiring, appointment, promotion, demotion, disciplining or resignation of P. Webster. Vote Aye: Murray, Lyles, Daniel. Motion carried.
Wilson Lyles moved to proceed as discussed, Glen Murray seconded. Vote Aye: Murray, Lyles, Daniel. Motion carried.
With no further business Glen Murray moved to adjourn at 9:50 a.m., Wilson Lyles seconded. Vote Aye: Murray, Lyles, Daniel. Motion carried.
