No. 103 September 17, 2026 1 time Board of McClain County Commissioners met in regular session on Tuesday, September 8, 2026 at 8:16 a.m. in Room 111 of the McClain County Courthouse. Chairman Terry Daniel called the meeting to order and led the flag salute. County Clerk Rebekah Couch called the roll and those present were: Chairman Terry Daniel, Vice Chairman Glen Murray, and Member Wilson Lyles.

Wilson Lyles moved to approve the minutes of the August 31, 2026 meeting, Glen Murray seconded. Vote Aye: Murray, Lyles, Daniel. Motion carried.

Wilson Lyles moved to approve the following maintenance and operation claims, seconded by Glen Murray. Vote Aye: Murray, Lyles, Daniel. Motion carried.

Wilson Lyles moved to approve Blanket Purchase Orders as on file in the County Clerk’s office, Glen Murray seconded. Vote Aye: Murray, Lyles, Daniel. Motion carried.

Terry Daniel moved, Glen Murray seconded to approve the following Road Crossing Permits: ET Gathering & Processing, starting in Section 17 T5NR4W and ending in Section 18 T5NR4W; ET Gathering & Processing, starting in Section 18 T5NR4W and ending in Section 19 T5NR4W, both in District Three. Vote Aye: Murray, Lyles, Daniel. Motion carried.

Wilson Lyles moved, Glen Murray seconded approval of Destiny Slover and Sandra Shobe as Receiving Officers for the County Clerk’s Accounts. Vote Aye: Murray, Lyles, Daniel. Motion carried.

Wilson Lyles moved, Glen Murray seconded to submit request for outstanding check held at UMB Bank in the amount of $38.00 and $352.40 for unclaimed property. Vote Aye: Murray, Lyles, Daniel. Motion carried.

Wilson Lyles moved to approve the Letter of Support for the Sheriff’s Office’s utilization of County Community Safety Investment (SQ 781) funds, Glen Murray seconded. Vote Aye: Murray, Lyles, Daniel. Motion carried.

Wilson Lyles moved to approve the District Two’s 2027 REAP Grant Application, including a Cash Leverage commitment in the amount of $63,475.00 and In-Kind Leverage, and identifying the project as High Ave. HWY 74B – 250th and Santa Fe HWY 74B – 260th, as approved on June 8, 2026 in the 5-year plan, Glen Murray seconded. Vote Aye: Murray, Lyles, Daniel. Motion carried.

No action taken concerning the countywide burn ban.

Matt Graves provided the Board with an update concerning the construction of the new Election Board Facility and advised that, due to additional information regarding the site utilities bids, the bidding process will be postponed 1-2 weeks.

With no further business, Wilson Lyles moved to adjourn at 8:47 a.m., Glen Murray seconded. Vote Aye: Murray, Lyles, Daniel. Motion carried.
