Commissioners’ Proceedings

No. 100 September 10, 2026 1 time Board of McClain County Commissioners met in regular session on Monday, August 31, 2026 at 8:16 a.m. in Room 111 of the McClain County Courthouse. Chairman Terry Daniel called the meeting to order and led the flag salute. County Clerk Rebekah Couch called the roll and those present were: Chairman Terry Daniel, Vice Chairman Glen Murray, and Member Wilson Lyles. Also present was ADA Kristina Bell.

Wilson Lyles moved to approve the minutes from August 24, 2026, Glen Murray seconded. Vote Aye: Murray, Lyles, Daniel. Motion carried.

Wilson Lyles moved to approve the addendum for Humidity Remediation, provided by Johnson Controls, in the amount of $ 74,398.00, for the furnishing and installation of a 20ton temperature-controlled unit for the 1993 courthouse addition, Glen Murray seconded. Vote Aye: Murray, Lyles, Daniel. Motion carried.

Glen Murray moved to approve the Lease Purchase Agreement for One (1) 2027 Mack Pinnacle Dump Truck from Bruckner’s Truck & Equipment through Oklahoma State Contract No. SW0035M, including the tradein of one (1) 2024 Mack Dump Truck, for a purchase price of $46,000.00, with vendor financing for District One, Wilson Lyles seconded. Vote Aye: Murray, Lyles, Daniel. Motion carried.

Wilson Lyles moved to accept and approve of Interstate 40 Crosstown Steel Beam Transfer Form authorizing the transfer of steel beams located in Garvin County to McClain County, Glen Murray seconded. Vote Aye: Murray, Lyles, Daniel. Motion carried.

Glen Murray moved, Wilson Lyles seconded to approve the corrected SEFA (Schedule of Federal Awards) for the 2024/2025 fiscal year. Vote Aye: Murray, Lyles, Daniel. Motion carried.

Glen Murray moved to approve the SEFA (Schedule of Federal Awards) for the 2025/2026 fiscal year, Wilson Lyles seconded. Vote Aye: Murray, Lyles, Daniel. Motion carried.

Glen Murray moved to approve Form 240, Transfer of Funds, for an error correction to revenue between the Emergency Mgmt. Fund and Highway Fund in the amount of $4,321.08, Wilson Lyles seconded. Vote Aye: Murray, Lyles, and Daniel. Motion carried.

Glen Murray moved to approve the quote from Avive Solutions for the purchase of twenty-five (25) automated external defibrillators (AED’s) including annual service, through State Contract No. SW0300AVIV in the amount of $45,308.25, Wilson Lyles seconded. Vote Aye: Murray, Lyles, Daniel. Motion carried.

Wilson Lyles moved to approve Resolution No. 8–2026-2027 declaring a Countywide Burn Ban due to current fire conditions effective for up to 14 days, Glen Murray seconded. Vote Aye: Murray, Lyles, Daniel. Motion carried.

At 9:40 a.m. Wilson Lyles moved to adjourn into Executive Session pursuant to 25 O.S. § 307 (B)(1), discussing the employment, hiring, appointment, promotion, demotion, disciplining or resignation for the positions of the Facility Custodian, Glen Murray seconded. Vote Aye: Murray, Lyles, Daniel. Motion carried.

At 10:06 a.m. Wilson Lyles moved, Glen Murray seconded to re-enter into Public Session of the BOCC meeting following discussion pursuant to 25 O.S. 307 (B)(1), regarding the employment, hiring, appointment, promotion, demotion, disciplining or resignation for the position of Facilities Custodian. Vote Aye: Murray, Lyles, Daniel. Motion carried.

Wilson Lyles moved to acknowledged the resignation of the Facilities Custodian as of August 24, 2026 at approximately 7:20 p.m., Glen Murray seconded. Vote Aye: Murray, Lyles, Daniel. Motion carried.

At 10:08 a.m. Wilson Lyles moved to adjourn into Executive Session pursuant to 25 O.S. § 307 (B)(1), discussing the employment, hiring, appointment, promotion, demotion, disciplining or resignation for the positions of the Expo Maintenance and Facilities Maintenance, Glen Murray seconded. Vote Aye: Murray, Lyles, Daniel. Motion carried.

At 11:10 a.m. Wilson Lyles moved, Glen Murray seconded to re-enter into Public Session following discussion pursuant to 25 O.S. § 307(B)(1), regarding the employment, hiring, appointment, promotion, demotion, disciplining or resignation for the positions of Expo Maintenance and Facilities Maintenance. Vote Aye: Murray, Lyles, Daniel. Motion carried.

No action was taken following the executive session.
