An annual Operational Audit of the Circuit Engineering District #5 by State Auditor & Inspector Cindy Byrd came back with a finding of “No findings were noted as a result of the procedures performed.”
The audit period was from July 1, 2024 through June 30, 2025.
McClain County utilizes the services of the Circuit Engineering District #5, as does Canadian County, Cleveland County, Garvin County, Oklahoma City, Payne County, and Logan County. McClain County Commissioner Wilson Lyles serves as vice-president of the group and serves as the McClain County representative.
The District provides assistance for its member counties, a shared engineer between counties in an advisory capacity, engineering expertise that counties could not afford alone, and help with a county five-year construction work plan.
The Audit notes that CED #5 has worked over the past year to build a database to help track project statuses and budget, and build transparency.
They also noted that with respect to the items reviewed, the District’s payments to program management complied with the contractual terms.
Byrd’s office states that the goal in doing an audit is to promote accountability and fiscal integrity in state and local government. They also noted their appreciation for the assistance and cooperation to their office during the engagement.
