PROCLAMATION AND NOTICE OF ELECTION

Under and by virtue of Section 26, Article 10 of the Constitution and Title 70, Article XV, Oklahoma Statutes 2011, and other laws supplementary and amendatory thereto and a Resolution of the Board of Education of Independent School District Number 1 of McClain County, Oklahoma, adopted on the 26th day of May, 2026, an election is hereby called to be held in said School District on the 25th day of August, 2026, for the purpose of submitting to the registered qualified electors thereof the following proposition:

PROPOSITION

“Shall Independent School District Number 1 of McClain County, Oklahoma, incur an indebtedness by issuing its bonds in the sum of Fifteen Million Dollars ($15,000,000) to be issued in series with or without other funds to provide funds for the purpose of improving or acquiring school sites, constructing, repairing, remodeling and equipping school buildings, and acquiring school furniture, fixtures and equipment; or in the alternative to acquire all or a distinct portion of such property pursuant to a lease purchase arrangement; and levy and collect an annual tax, in addition to all other taxes, upon all the taxable property in such District sufficient to pay the interest on such bonds as it falls due and also to constitute a sinking fund for the payment of the principal thereof when due, said bonds to bear interest at not to exceed the rate of ten percentum (10%) per annum, payable semi-annually and to become due serially within five (5) years from their date?”

The voting devices used at said election shall set out the proposition as above set forth and shall also contain the words:

For the above proposition        YES

Against the above proposition        NO

The polls shall be opened at seven o’clock a.m. and remain open continuously until and be closed at seven o’clock p.m.

That the number and location of the polling places for said election shall be the same as the regular precinct polling places as designated for statewide and local elections by the County Election Board; or combined as authorized by statute Title 26 O.S., Section 13A-101.  The persons who shall conduct said election shall be those officers designated by the County Election Board, which officers shall also act as counters and certify the election results as required by law.

That the specific projects for which at least seventy (70%) percent of the proceeds of the aforesaid Bonds shall be expended (or in the alternative to acquire all or a distinct portion of such property pursuant to a lease purchase arrangement) and the dollar amounts for each project shall be as follows:

Construct, furnish, equip, and/or acquire improvements at Newcastle Elementary School to include but not be limited to: multi-classroom addition to include a storm shelter, restroom improvements in the 2nd grade and 3rd grade areas, and flooring improvements
    $5,730,000


Construct, furnish, equip, and/or acquire improvements at the Newcastle School District Track & Field Complex to include but not be limited to: track resurfacing, infield resurfacing, and site improvements
    $905,000

Construct, furnish, equip, and/or acquire improvements at Newcastle High School to include but not be limited to: classroom expansion for the aviation program
    $1,715,000

Construct, furnish, equip, and/or acquire improvements at Newcastle High School Racer Stadium to include but not be limited to: a new soccer locker room building to include restrooms and concessions    
    $5,405,000

Construct, furnish, equip, and/or acquire improvements at the Newcastle School District Transportation Facility to include but not be limited to: parking improvements
    $1,245,000

Board of McClain County Commissioners met in regular session on Monday, 8/10/2026 at 8:16 a.m. in Room 111 of the McClain County Courthouse.
