NOTICE TO BIDDERS

The City of Newcastle will accept sealed bids for the Veterans Park Courts Enhancement project. The Owner and contracting authority is the City of Newcastle, and the contract will be awarded to the lowest qualified bidder in accordance with the project bid documents.
A non-mandatory Pre-Bid Meeting will be held on Thursday, July 16, 2026, at 2:00 PM at Newcastle City Hall, 120 NE 2nd St, Newcastle, OK 73065. A group site visit to Veterans Park will follow the meeting. Attendance is not required but is strongly encouraged for Contractors intending to submit a bid.
The project includes construction of new tennis, pickleball, and sand volleyball facilities at Veterans Park, including post tension courts, shade sail structures, site furnishings, lighting and electrical work, and associated site and accessibility upgrades, as shown in the Contract Documents.

ADVERTISEMENT FOR BIDS

Sealed Bids for the construction of the City of Newcastle – Tri-City Sewer Main project will be received by the the City of Newcastle, at the office of the Newcastle City Hall, 120 NE 2nd Street, Newcastle, OK 73065 until 2:00 pm local time on August 13, 2026, at which time the Bids received will be publicly opened and read.
The Project consists of: 11,252 LF of 18” Sanitary Sewer line, 38 manholes, 6 bores (cased and uncased), and all appurtenances.
Bids will be received for a single prime Contract. Bids shall be on a unit price basis. 
A pre-bid conference will be held at 1:00 p.m. local time on Tuesday July 28, 2026, at the office of Newcastle City Hall, 120 NE 2nd Street, Newcastle, OK 73065.  Attendance at the pre-bid conference is required.
The contract is to be awarded to the lowest, responsive, responsible, qualified bidder. The Owner reserves the right to correct any non-material clerical errors in the bidding as allowed under Oklahoma Law. The Owner reserves the right to reject any and all bids in accordance with the Oklahoma Public Competitive Bidding Act of 1974. Conditional bids shall not be accepted.

Terry Daniel moved to accept the settlement payment from the City of Laurel Settlement as a settlement Class Member payable to McClain County Courthouse, McClain County Barn, McClain County District Two, and McClain County Office, and McClain County District One, Glen Murray seconded. Terry Daniel moved to approve the Alarm Monitoring Service Agreement between Summit Fire & Security, LLC and McClain County, on behalf of the McClain County Health Department for annual monitoring services for the 2026/2027 fiscal year, Glen Murray seconded. Vote Aye: Murray, Lyles, Daniel. Motion carried.
Terry Daniel moved to approve the agreement between Purcell Municipal Hospital and McClain County on behalf of the McClain County Health Department for the provision of chest X-ray services at the Purcell Health Department for the 2026/2027 fiscal year, Glen Murray seconded. Vote Aye: Murray, Lyles, and Daniel. Motion carried.
At 8:42 a.m. Terry Daniel moved to adjourn into Executive Session for the purpose of the following: Pursuant to 25 O.S. § 307 (B)(3), discussing the purchase of or appraisal of real property on behalf of Byars Fire Department, Glen Murray seconded. Vote Aye: Murray, Lyles, Daniel. Motion carried.
At 8:49 a.m. Terry Daniel moved, Glen Murray seconded to re-enter into Public Session Pursuant to 25 O.S. § 307(B)(3) after discussions with their attorney regarding approval of purchase and appraisal of real property on behalf of Byars Fire Department. Vote Aye: Murray, Lyles, Daniel. Motion carried.
Terry Daniel moved, Glen Murray seconded to rescind the real estate purchase contract approved on June 22, 2026 and approve the revised real estate purchase contract as presented. Vote Aye: Murray, Lyles, Daniel. Motion carried.
With no further business Terry Daniel moved to adjourn at 8:50 a.m., Glen Murray seconded. Vote Aye: Murray, Lyles, Daniel. Motion carried.
