PROCLAMATION AND NOTICE
OF ELECTION

Under and by virtue of Section 26, Article 10 of the Constitution and Title 70, Article XV, Oklahoma Statutes 2011, and other laws supplementary and amendatory thereto and a Resolution of the Board of Education of Independent School District Number 1 of McClain County, Oklahoma, adopted on the 19th day of August, 2025, an election is hereby called to be held in said School District on the 18th day of November, 2025, for the purpose of submitting to the registered qualified electors thereof the following proposition:

PROPOSITION

Shall Independent School District Number 1 of McClain County, Oklahoma, incur an indebtedness by issuing its bonds in the sum of Ten Million Seven Hundred Thousand Dollars ($10,700,000) to be issued in series with or without other funds to provide funds for the purpose of improving or acquiring school sites, constructing, repairing, remodeling and equipping school buildings, and acquiring school furniture, fixtures and equipment; or in the alternative to acquire all or a distinct portion of such property pursuant to a lease purchase arrangement; and levy and collect an annual tax, in addition to all other taxes, upon all the taxable property in such District sufficient to pay the interest on such bonds as it falls due and also to constitute a sinking fund for the payment of the principal thereof when due, said bonds to bear interest at not to exceed the rate of ten percentum (10%) per annum, payable semi-annually and to become due serially within five (5) years from their date?

The voting devices used at said election shall set out the proposition as above set forth and shall also contain the words:

For the above proposition     YES

Against the above proposition  NO

The polls shall be opened at seven o’clock a.m. and remain open continuously until and be closed at seven o’clock p.m.

That the number and location of the polling places for said election shall be the same as the regular precinct polling places as designated for statewide and local elections by the County Election Board; or combined as authorized by statute Title 26 O.S., Section 13A-101.  The persons who shall conduct said election shall be those officers designated by the County Election Board, which officers shall also act as counters and certify the election results as required by law.

That the specific projects for which at least seventy (70%) percent of the proceeds of the aforesaid Bonds shall be expended (or in the alternative to acquire all or a distinct portion of such property pursuant to a lease purchase arrangement) and the dollar amounts for each project shall be as follows:

Proposition
Construct, furnish, equip, and/or acquire improvements at Newcastle Elementary School to include but not be limited to: multi-classroom addition to include a storm shelter
        $2,790,000

Construct, furnish, equip, and/or acquire improvements at the Newcastle School District Track & Field Complex to include but not be limited to: track resurfacing, infield resurfacing, and new seating
        $1,900,000
Construct, furnish, equip, and/or acquire improvements at Newcastle High School Racer Stadium to include but not be limited to: new restrooms on the visitor side, and new seating
        $4,260,000

Construct, furnish, equip, and/or acquire improvements for the Newcastle School District to include but not be limited to: land acquisition for future school building
        $1,750,000

Proposition Total     $10,700,000

Notice is hereby given that on the 2nd day of December, 2025, at 10:00 o’clock, A.M. (location at Courthouse or Room #), Sheriff’s Office, of the McClain County Courthouse in Purcell, Oklahoma, the undersigned Sheriff will offer for alias sale and sell for cash to the highest and best bidder, subject to real estate ad valorem taxes, superior special assessments and all interests of record, if any, except the Mortgage and interests foreclosed herein on the following described real property, to-wit:

FIRST: The costs of said action accrued and accruing;
SECOND: The judgment  and first lien of the Plaintiff, U.S. Bank National Association, in the sum of $208,835.17 with interest thereon at the rate of 7.125% per annum, as adjusted, if applicable, from May 1, 2024, until paid; advances for taxes, insurance and preservation expenses, accrued and accruing, abstracting expenses accrued and accruing; bankruptcy fees and costs, if any; and an attorney’s fee, plus costs, with interest thereon at the same rate, until paid.
Persons or other entities having interest in the property, including those whose actual addresses are unknown and persons or other entities who have or may have unknown successors and such unknown successors are hereby notified are: Gavin Reid Cowell; Occupants of the Premises; Oklahoma Housing Finance Authority.
The property has been duly appraised in the sum of  $211,000.00.

The Newcastle Public Works Authority invites engineering firms to submit their qualifications for the design, bidding process, and construction management of a Membrane Bioreactor Wastewater Treatment Plant. Interested firms can either email a letter of interest to the City Manager at [email protected] or deliver a printed copy to the City of Newcastle at 120 NE 2nd Street, Newcastle, OK 73065, no later than 5:00pm on November 21st. Firms selected from this process will be scheduled for interviews to discuss their qualifications further. The Oklahoma Water Resources Board Clean Water State Revolving loan fund is providing funding for this equivalency project, and all associated requirements must be met. Proposers are responsible for ensuring compliance with these conditions. Any questions should be directed to the City Manager via email.
