Water cuts through E. Fox Lane ... three times — Drainage at one location on E. Fox Lane in Newcastle was being repaired from an earlier storm on Tuesday, June 3 when another downpour of rain came through, destroying the repairs and blocking the roadway. City of Newcastle Director of Information Technology Scott Hannan said the repair was underway just west of Portland. During the same storm, E.
